The nine elements required in a comprehensive development plan, as defined in Wisconsin comprehensive planning and smart growth law of 1999, are here listed and explained. The plan must include information on the background of the community, housing, transportation, utilities, agricultural and cultural resources, economic development, intergovernmental cooperation, land use, and implementation schedules (4 pages; 2001).
